Training, learning or assessment?

I was once called a teacher and then I became a trainer but now I often feel like I am a assessment coach and whatever happened to learning? Do you feel the same. What I mean above was that I used to think the idea was that I was trying to help people learn and for organisations to benefit from that learning. Very often I feel that I am simply getting a person ready to pass an assessment which gives them a piece of paper to hang on the wall, allows the organisation to pick up some free funding and if learning occurs along the way that is a bonus that no-one expected. What happened?
