Learning faster – good thing?

Please read the article below. Basically what it covers is that the US Air force has cut training time in half by applying electrical current to the brain of the training participants while training. One question this invokes is who came up with this idea? Lets electrocute the participants and see what happens? Strangely enough it does seem to work and it also sustained learning longer than normal.

What does this all mean? Would you electrocute your brain to learn faster? How often?
